YOU HAVE BEEN HERE BEFORE. YOU ARE HERE FOR A MEETING OF ONE OF YOUR SISTER BARS; IS THAT RIGHT?

PEDRO JAIME TORRES-DIAZ: THAT IS CORRECT. THE NATIONAL NATIVE AMERICAN BAR ASSOCIATION IS ONE OF THE ORGANIZATIONS OF COLOR.

JOSE: AS I UNDERSTAND IT, THE COALITION GETS TOGETHER EVERY YEAR AND CONSIDERS RESOLUTIONS OF COMMON INTEREST A NUMBER OF WHICH MORE RECENTLY HAVE TOUCHED ON ISSUES THAT ARE AT-LARGE IN THE NATION INCLUDING IMMIGRATION. TELL US ABOUT THAT.

PEDRO JAIME TORRES-DIAZ: THAT IS CORRECT. ONCE A YEAR WE GET TOGETHER IN WASHINGTON, D.C. TO DISCUSS ISSUES OF INTEREST TO EACH BAR ORGANIZATION AND WE SHARE IT WITH THE OTHER BAR ASSOCIATIONS IN THE HOPES WE CAN ADOPT SOLUTIONS ON THOSE ISSUES AS A JOINT RESOLUTION OF THE FOUR BAR ASSOCIATIONS. THIS YEAR WE FOCUS ON THREE MAIN ISSUES. DIVERSITY AND JUDICIARY, PERCEIVED AND ACTUALLY INCREASING HATE CRIMES AND THE IMMIGRATION ISSUES AS WELL.

JOSE: SPEAKING OF THE JUDICIARY, YOU BECAME PRESIDENT IN SEPTEMBER DURING THE MIDST OF THE PRESIDENTIAL CAMPAIGN AND THE ORGANIZATION HAD AN OCCASION TO WEIGH IN ONCE, MAYBE MORE, ON CANDIDATE STATEMENTS ABOUT JUDGES. WHAT DOES THE ORGANIZATION DO?

PEDRO JAIME TORRES-DIAZ: MY PREDECESSOR WAS DURING HIS TERM, CANDIDATE TRUMP ISSUED VERY DEROGATORY STATEMENT ABOUT THE JUDGE AND WE ISSUED A CONDEMNING STATEMENT AT THE TIME. WE COULD NOT ACCEPT THE FACT THAT CANDIDATE TRUMP WOULD QUESTION A JUDGE'S ABILITY TO DO HIS JOB, A JOB FOR WHICH HE WAS SWORN, JUST BECAUSE OF HIS MEXICAN HERITAGE. MORE RECENTLY, PRESIDENT TRUMP MADE COMMENTS ABOUT A FEDERAL JUDGE IN SEATTLE. THE FEDERAL JUDGE THAT ISSUED THE INJUNCTION ON THE ORIGINAL TRAVEL BAN BY CALLING HIM A SO-CALLED JUDGE. WE ISSUED A STATEMENT ALSO CONDEMNING THE ATTACK. HE IS AN ARTICLE THREE JUDGE. NOT A SO-CALLED JUDGE. HE BELONGS TO AN EQUAL BRANCH OF GOVERNMENT AND THEY DESERVE MUTUAL RESPECT.

JOSE: SPEAKING OF THE THREE BRANCHES, WE ARE WAITING CONFIRMATION OF JUDGE GORSUCH FOR THE SUPREME COURT. WHAT IS THE HNBA'S POSITION ON JUDGE GORSUCH?

PEDRO JAIME TORRES-DIAZ: THE HNBA CONDUCTED A THOROUGH REVIEW OF THE JUDGE'S QUALIFICATIONS AND THE BOARD OF GOVERNORS ADOPTED A STATEMENT IN WHICH WE INDICATE GRAVE CONCERNS FOR GORSUCH'S ABILITY TO CONSIDER THE IMPACT HIS DECISIONS HAVE ON THE COMMUNITY. WE DO COMMEND THE JUDGE FOR HIS EXPERIENCE AND FOUND HE MEETS OR EXCEEDS CERTAIN CRITERIA SUCH AS INDIVIDUAL TEMPERAMENT, PROFESSIONALISM, AND SCHOLARSHIP. HOWEVER, WE HAVE CONCERNS ABOUT HIS LESS THAN VIBRANT RECORD IN PARTICIPATION WITH COMMUNITY ORGANIZATIONS THAT FOSTER AND PROMOTE ISSUES OF IMPORTANCE TO LATINO COMMUNITIES.

JOSE: IT DOESN'T SOUND LIKE AN ENDORSEMENT?

PEDRO JAIME TORRES-DIAZ: WE DO NOT ENDORSE JUDGE GORSUCH BUT WE DON'T OPPOSE EITHER.

JOSE: I WANT TO TALK ABOUT IMMIGRATION. THE ORGANIZATION ESTABLISHED AN IMMIGRATION DEFENSE FUND. TELL US ABOUT THAT.

PEDRO JAIME TORRES-DIAZ: WHEN PRESIDENT TRUMP ISSUED THE TRAVEL BAN AND EXECUTIVE ORDER, WE EXPRESSED GRAVE CONCERN WITH THE CONSTITUTIONALITY OF THE ORDERER AND TOOK ACTION RATHER THAN WORDS AND CREATED AN IMMIGRANT LEGAL DEFENSE TASK FORCE WHICH IS TASKED WITH ANALYZING THE LEGALITY OF THE ORDERS AND GATHER AND PROVIDE RESOURCES TO OUR MEMBERS THAT ARE INTERESTED IN PROVIDING LEGAL ASSISTANCE AFFECTED BY THE ORDERS. WE CREATED AN IMMIGRANT LEGAL DEFENSE FUND THAT IS TASKED WITH COLLECTING DONATIONS FOR INDIVIDUALS AND THE FUNDS ARE DISTRIBUTED TO LAWYERS AROUND THE COUNTRY WHO APPLY TO HELP DEFRAY THE COST OF THE LEGAL DEFENSE FOR INDIVIDUALS AFFECTED BY THESE ORDERS.

JOSE: THE 2015 CONVENTION WAS SUPPOSED TO BE HERE AND CANCELED BECAUSE OF SB1070?

JOSE: LAST WEEK, PHOENIX MAYOR GREG STANTON WAS IN MEXICO TO STRENGTHEN THE CITY'S ECONOMIC RELATIONS WITH THAT COUNTRY. THE CITY OPENED A TRADE OFFICE IN HERMOSILLO, ITS SECOND IN THE COUNTRY. AND PHOENIX, SIGNED TRADE INVESTMENT AGREEMENTS WITH TWO ADDITIONAL MEXICAN CITIES. JOINING ME TO TALK ABOUT THIS IS MAYOR GREG STANTON. MAYOR, WELCOME TO "HORIZONTE."

GREG STANTON: GREAT TO BE HERE.

JOSE: YOU SPENT A LOT OF TIME IN MEXICO BUT THAT IS NOTHING NEW. YOU MADE HOW MANY TRIPS?

GREG STANTON: I HAVE BEEN MAYOR OF PHOENIX FOR FIVE YEARS AND I HAVE BEEN TO MEXICO 18 TIMES ON VARIOUS TRADE MISSIONS. OPENED A TRADE OFFICE IN MEXICO CITY AND ALSO TAKING BUSINESS DELEGATIONS ACROSS THE BORDER AND AROUND MEXICO. IT IS IMPORTANT TO HAVE A REGULAR PRESENCE IN MEXICO THAT I AS MAYOR MAKE A CLEAR CASE HOW IMPORTANT THAT RELATIONSHIP IS TO THE PEOPLE OF PHOENIX AND IN ORDER TO DO THERE YOU HAVE TO BE THERE REGULARLY.

JOSE: YOU HAVE FACED HEADWINDS. FIRST AT THE STATE LEVEL. GOVERNOR BREWER WAS NOT POPLAR IN MEXICO WHATEVER PEOPLE MAY THINK OF HER. AND NOW WITH THE TRUMP ADMINISTRATION. HOW MUCH MORE DIFFICULT IS THIS MAKING YOUR JOB?

GREG STANTON: IT IS MAKING A MUCH MORE DIFFICULT. GOVERNOR BREWER WAS SUPPORTIVE OF 1070 AND OUR MEXICAN POPULATION AND MEXICO RELATIONSHIP SET US BACK. THEY BOYCOTTED A REGULAR SCHEDULED EVENT. MEXICO IS OUR NUMBER ONE TRADING PARTNER. WE CANNOT TURN OUR BACK TO MEXICO. WE NEED TO BE PARTNERS WITH MEXICO. NORMALLY A CITY WOULDN'T HAVE ITS OWN FOREIGN POLICY. BUT YOU KNOW WHAT? I HAVE TO DO WHAT IS IN THE BEST INTEREST OF MY COMMUNITY. TRYING TO LEAVE MY BULLY PULPIT AND LEADERSHIP POSITION TO REBUILD AND REPAIR THOSE RELATIONSHIPS SO WE CAN ADVANCE ECONOMICALLY. I HAD TO DO IT. THAT IS WHAT I DID. THE MAYOR, MYSELF, WE HAVE DONE TRIPS TOGETHER AND ROLLED UP OUR SLEEVES TO SEND A MESSAGE TO THE BUSINESSES IN MEXICO THAT YOU ARE WANTED IN PHOENIX AND WE NEED YOU FOR YOUR ECONOMIC SUCCESS.

JOSE: AND YOU FOUND A KIND SPIRIT IN THE GOVERNOR.

GREG STANTON: WE LOST A LOT OF THE BUSINESS AFTER 1070 BECAUSE THE PERCEPTION LEFT WAS OUR RELATIONSHIP WITH MEXICO IS NOT A PRIORITY. TOURISM IS HUGE. YES, THE CITIES HELPING LEAD THE WAY, THE GOVERNOR HAS DONE A GOOD JOB AS GOVERNOR TO HELP REPAIR THOSE RELATIONSHIPS PERSONALLY TRAVELING TO MEXICO, GREETING THE GOVERNOR FROM SONORA AND MAKING MAJOR BUSINESS ANNOUNCEMENTS. AS A STATE, WE ARE HEADED IN THE RIGHT WAY. AT THE FEDERAL LEVEL, ONE OF THE CANDIDATES RAN A CAMPAIGN DEMONIZING MEXICO AND UNFORTUNATELY AT THE FEDERAL LEVEL I THINK WE ARE HEADED IN THE WRONG DIRECTION.

JOSE: ARE YOU RUNNING INTO ISSUES BECAUSE OF THE COMMENTS OF THIS CANDIDATE?

GREG STANTON: ABSOLUTELY. THERE IS FEAR IN MEXICO ABOUT WHAT THIS MEANS FOR THE FUTURE OF THE U.S.-MEXICO RELATIONSHIP. WE ARE BECOMING MORE OF AN INTERNATIONAL ECONOMY. I WOULD ARGUE FOR PHOENIX THAT IS A STRATEGIC ADVANTAGE FOR US BECAUSE OF OUR DIVERSE POPULATION. OUR LATINO POPULATION. PHOENIX IS SOON TO BE A MAJORITY LATINO CITY. A YOUNG, BILINGUAL, ENTREPRENEURIAL POPULATION. WE WILL ADVANCE VERY WELL LOCALLY AND THERE IS FEAR LOCALLY AND IN MEXICO THAT THIS NEGATIVE RHETORIC ABOUT BUILDING AN UNNECESSARY WALL WITH REGARD TO IMMIGRATION POLICIES, SENDING PEOPLE BACK TO MEXICO, LEAVING FAMILIES HERE. ALL THAT NEGATIVITY IS GOING TO HURT THAT RELATIONSHIP. IT IS UP TO MAYORS ACROSS THE UNITED STATES, PARTICULARLY IN BORDER COMMUNITIES, THAT WE SEND THE MESSAGE THE RELATIONSHIP WITH MEXICO IS IMPORTANT AND WE NEED THAT RELATIONSHIP. I WILL USE BY BULLY PULPIT DESPITE THE RHETORIC COMING OUT OF WASHINGTON TO MAKE THE OPPOSITE CASE. OUR LOCATION TO MEXICO, AND THE GROWING MIDDLE CLASS IN MEXICO AND ECONOMY IS HUGE. WE WANT TO EMBRACE IT.

JOSE: I WANT TO TALK ABOUT THE POSITIVE THINGS THAT HAPPENED IN THE LAST COUPLE MONTHS. WE HAVE A PICTURE WITH YOU MEETING WITH THE MAYOR THERE. THIS WAS IN CONNECTION WITH THE SIGNING OF THE TRADE AGREEMENT?

GREG STANTON: THAT IS RIGHT. WE HAVE DIRECTLY MADE TRADE AGREEMENTS JUST SOUTH OF SINALOA. OUR SISTER CITY, WE HAVE A GREAT RELATIONSHIP WITH. MEXICO CITY WE AGREEMENTS WITH. WE HAVE A GREAT RELATIONSHIP WITH THE TECH CAPITOL OF MEXICO. WE HAVE BEEN STRATEGIC WHERE WE SIGNED AGREEMENTS SO WE WILL GET FOREIGN INVESTMENT FROM THE COMMUNITIES AND TOURISM. THOSE ARE PRIORITY COMMUNITIES WITHIN THE COUNTRY OF MEXICO AND I THINK IT IS APPROPRIATE PHOENIX WOULD ENGAGE DIRECTLY WITH THESE OTHER COMMUNITIES BECAUSE IT IS GOOD FOR JOBS LOCALLY.

JOSE: SONORA IS OUR SISTER STATE. VERY STRONG TIES THERE. WE HAVE A COUPLE PICTURES OF THE OPENING OF THE TRADE OFFICE THERE WE WILL PUT ON THE SCREEN. TELL US ABOUT THE TRADE OFFICE, ITS SIGNIFICANCE AND HOW MUCH OF A DIFFERENCE IT WILL MAKE?

GREG STANTON: WE HAD AN EXISTING OFFICE IN MEXICO CITY ALREADY. WE ARE ONLY THE SECOND CITY IN THE UNITED STATES TO OPEN UP A TRADE AND INVESTMENT OFFICE. SAN ANTONIO BEAT US TO THE PUNCH BUT WE WERE SECOND AND WANT TO LEAD THE WAY. IT WAS IMPORTANT BECAUSE OF THE NATURAL TIES WITH NORTHERN MEXICO THAT WE HAVE A PERMANENCE PRESENCE IN MEXICO AND OUR SISTER CITY MADE THE MOST SENSE IN THAT REGARD. WE HAD IMMEDIATE DIVIDENDS FROM OPENING THAT OFFICE. A MANUFACTURER IS GOING TO BE OPENING UP A MANUFACTURING FACILITY HERE IN PHOENIX RIGHT BY SKY HARBOR AIRPORT CREATING JOBS HERE LOCALLY. YOU WILL SEE MORE AND MORE ANNOUNCEMENTS OF THAT KIND AS A RESULT OF THIS NORTHERN MEXICO OFFICE. IT IS A NATURAL FOR US THAT WE WOULD ADVANCE MORE IN THAT AREA. I AM SUPER EXCITED ABOUT WHAT THAT MEANS FOR THE FUTURE OF OUR COMMUNITY.

JOSE: MAYOR, ONE LAST QUESTION. YOU TALK ABOUT THE ROLE OF MAYORS AND WHAT THEY CAN DO IN THIS CLIMATE. ANYTHING SPECIFIC YOU HAVE IN MIND GIVEN THESE ARE NATIONAL ISSUES? WHAT PEOPLE AT THE LOCAL LEVEL CAN DO?

GREG STANTON: WELL, SPEAK OUT. OBVIOUSLY IF I THINK THE PRESIDENT OF THE UNITED STATES IS ADOPTING POLICIES THAT WILL HURT THE PHOENIX ECONOMY, I HAVE TO SPEAK OUT ON IT. IF HE TAKES US IN THE WRONG DIRECTION WITH REGARD TO OUR FRIENDS IN MEXICO I HAVE TO SPEAK OUT. IF I BELIEVE, AS I DO, THAT HIS IMMIGRATION POLICIES WILL HURT THE ECONOMY BY BREAKING UP FAMILIES I HAVE AN OBLIGATION TO SPEAK OUT. I THINK HE WILL USE FEDERAL PURSE STRINGS TO FORCE LOCAL LAW ENFORCEMENT TO DO THINGS THAT ARE NOT IN THE BEST INTEREST IN THE SAFETY AND TRUST OF THIS COMMUNITY. I WANT CHIEF JERI WILLIAMS TO RUN THE PHOENIX POLICE DEPARTMENT. I DON'T WANT DONALD TRUMP TO RUN THE PHOENIX POLICE DEPARTMENT AND I AS MAYOR HAVE AN OBLIGATION TO SPEAK OUT ON THESE ISSUES THAT WOULD BE CONSIDERED NATIONAL AND FEDERAL ISSUES BUT I HAVE TO REPRESENT THE PEOPLE THE BEST I CAN. I HAVE TO USE THIS BULLY PULPIT TO SPEAK ON IMPORTANT ISSUES AND ACT ON IMPORTANT ISSUES TO ADVANCE THE LOCAL ECONOMY MERE IN PHOENIX.

SAMBO DUL: WE DID. MY FATHER WAS KILLED RIGHT BEFORE WE GOT IN SO MY MOTHER WAS LEFT TO CARE FOR FOUR CHILDREN, COME TO THE U.S. TRYING TO REBUILD A LIFE HERE NOT SPEAKING ENGLISH AND NOT UNDERSTANDING INSTITUTIONS WITH FOUR KIDS. IT IS AWE-INSPIRING TO ME AND STILL INSPIRES ME TODAY. I WAS FIVE WHEN WE LANDED AT SKY HARBOR AIRPORT AND MY FAMILY HAS BEEN HERE SINCE THE 1980s. I HAVE GROWN UP HERE, WENT TO ASU FOR COLLEGE, AND MOVED BACK TO ARIZONA FOR THREE YEARS AGO.

JOSE: YOU WENT TO LAW SCHOOL?

SAMBO DUL: I WENT TO LAW SCHOOL AT NYU.

JOSE: AND SINCE THEN YOU JOINED A PRETESIGIOUS FIRM AND YOU ARE A CORPORATE LAWYER. TELL US MORE.

SAMBO DUL: I MAINTAIN A PRO-BONO PRACTICE FOR IMMIGRANTS AND REFUGE. I AM FORTUNATE TO WORK AT A PLACE THAT SUPPORTS AND CHAMPIONS BE BEING ENGAGED IN THE ISSUES THAT I HAVE. I HAVE DONE A LOT OF PRO-BONO REPRESENTATION ON PEOPLE FLEEING VIOLENCE FROM CENTRAL AMERICA AND OTHER PARTS OF THE WORLD WHO ARE IN THE UNITED STATES SEEKING ASYLUM. I HAVE WORKED WITH UNACCOMPANIED IMMIGRANT YOUTH HELD IN FEDERAL FACILITIES IN PHOENIX HELPING PROVIDE KNOW YOUR RIGHT ORIENTATIONS AND DOING INDIVIDUAL LEGAL SCREENINGS SO WE CAN SEE IF THEY ARE ELIGIBLE FOR ANY FORMS OF RELIEF FROM DEPORTATION. I RECENTLY SPENT TIME AT A FAMILY DETENTION CENTER IN TEXAS WORKING WITH PEOPLE FLEEING VIOLENCE FROM GUATEMALA. TEAMS WOULD GO AND HELP MOTHERS AND CHILDREN TO PREPARE FOR THEIR CREDIBLE INTERVIEWS WHICH IS THE FIRST STEP IN THE ASYLUM PROCESS.

JOSE: AND HERE PART OF WHAT LAWYERS ARE DOING IS EDUCATIONAL. WE HAVE A COUPLE PICTURES WE WANT TO PUT ON THE SCREEN OF SOME OF THE SESSIONS THAT HAVE BEEN HELD. THERE IS LARRY WHO HAS BEEN A GUEST ON OUR SHOW IN THE PAST. AND WE HAVE ANOTHER PICTURE OF HIM OR THE CROWD THAT HE WAS ADDRESSING THERE. TELL US WHAT WAS GOING ON HERE AT THIS EDUCATION SYSTEM.

LARRY WAS GIVING A COE TO ATTORNEYS WHO WOULD VOLUNTEER AT CLINICS WE HAD WORKED TO SETUP FOR UNDOCUMENTED AND DOCUMENTED INDIVIDUALS TO COME AND GET SCREENED BY AN ATTORNEY SO WE CAN SEE IF THEY ARE ELIGIBLE FOR OTHER FORMS OF RELIEF FROM DEPORTATION. FOR EXAMPLE, A FAMILY VISA OR ASYLUM, WE WOULD HELP THEM PURSUE THOSE ROUTES TO LEGALIZATION SO THEY DON'T HAVE TO RELY JUST ON DACA BECAUSE AS WE KNOW THE FUTURE OF THAT PROGRAM IS UNCERTAIN. LARRY WAS TRAINING VOLUNTEER LAWYERS WHO WOULD STAFF THE EVENT.

JOSE: PART OF THE MOTIVATION WITH SOME OF THE THINGS YOU ARE DOING IS REACTION TO THE SO-CALLED TRAVEL BAN. WE HAVE A FEW PICTURES OF THE CROWD AT THE AIRPORT THAT SEEM TO BE PRETTY UNHAPPY WITH WHAT WAS GOING ON THERE. SAMBO DUL: WE ARE TRYING TO PLAN, THE OVERARCHING GOAL IS TO CREATE A SPACE WHERE ATTORNEYS IN PHOENIX WHO ARE INTERESTED IN SOCIAL JUSTICE AND INTERESTED IN USING THEIR LEGAL EXPERTISE TO DEFEND THE RIGHTS OF EVERYONE IN THE COMMUNITY CAN COME TOGETHER AND THINK PROACTIVELY AND INNVOTAVIELY AND BE AMBITIOUS ABOUT WHAT THE LEGAL SERVICES ARE IN YOUR COMMUNITY AND WHAT THE LEGAL COMMUNITY CAN DO ABOUT THAT AND WHAT WE SHOULD DO ABOUT THAT. OUR GOALS ARE TWO FOLD. BOTH TO BETTER UNDERSTAND THE COMMUNITY ORGANIZATIONS THAT ARE WORKING ON THE GROUND, GRASSROOTS, IN THE TRENCHES AND WHAT THEIR PRIORITIES, GOALS AND INITIATIVES ARE AND HOW LEGAL SUPPORT MIGHT BE ABLE TO HELP THE WORK THEY ARE DOING ON THE GROUND AND THEN MAKE IT EASIER FOR ATTORNEYS TO CONNECT WITH THOSE ORGANIZATIONS AND PROVIDE THEIR SERVICES IN ANY WAY THAT MAY BE USEFUL. SO WE SEE THE MISSION AS TWO FOLD LIKE THE TRAINING OF THE ATTORNEYS THAT MAY NOT OTHERWISE HAVE IMMIGRATION EXPERIENCE BUT WANT TO GET INVOLVED BECAUSE THE NEED IN THE IMMIGRATION AREA IS SO LARGE. WE WANT TO BE ABLE TO PROVIDE ADEQUATE TRAINING AND ENCOURAGE THE SHARING OF INFORMATION AND LEARNING SO ATTORNEYS CAN BE EQUIPPED TO RESPOND WHERE THE MOST HELP IS NEEDED AND WE WANT TO CONNECT TO COMMUNITY MEMBERS AND ORGANIZATIONS AND UNDERSTAND THEIR NEEDS AND THINK ABOUT HOW WE CAN USE ATTORNEYS TO SUPPORT CREATIVE WORK GOING ON AT THE GRASSROOTS.

THE COMMITMENT GETS US ABOUT A THIRD OF THE WAY FOR WHAT WE NEED TO HIRE STAFF ATTORNEYS AND PARTNER WITH ORGANIZATIONS TO INCREASE THE AMOUNT OF LEGAL SERVICES THAT ARE AVAILABLE IN PHOENIX OR FOR IMMIGRANTS WHO CAN NOT AFFORD TO HIRE AN ATTORNEY BUT ARE AT RISK OF DEPORTATION.
