SHANA FISCHER: IT IS THAT WAY WHEN YOU HAVE ALZHEIMER’S DISEASE.

DR. PIERRE TARIOT: WHAT IS THE ONE PERCENT MISSING?

SHANA FISCHER: ALZHEIMER'S IS THE MOST COMMON THINKING DISORDER.

DR. ERIC REIMAN: IT ROBS PEOPLE OF THEIR ABILITY TO RECOGNIZE LOVED ONE'S FACES AND PERFORM TASKS.

SHANA FISCHER: REIMAN AND HIS TEAM ARE DETERMINED NOT TO JUST FIND A WAY TO TREAT THE DISEASE BUT PREVENT IT.

DR. ERIC REIMAN: WE SEE A REGION IN THE BRAIN AFFECTED BEFORE PEOPLE DEVELOP SYMPTOMS.

SHANA FISCHER: HE IS CONFIDANT IT WILL HAPPEN BEFORE 2025. THE KEY HE BELIEVES IS TREATING THE DISEASE EARLY ON.

DR. ERIC REIMAN: WE CAN DETECT AND TRACT SOME OF THESE CHANGES STARTING ABOUT 25 YEARS BEFORE PEOPLE DEVELOP SYMPTOMS. USING THESE MEASUREMENTS, AND USING OTHER SUBTLE MEMORY AND THINKING CHANGES, WE HAVE BEGUN TO DEVELOP WAYS TO EVALUATE PREVENTION THERAPY EVERY TWO YEARS FOR PEOPLE BASED ON THEIR BACKGROUND OR GENETICS INCREASE RISK.

SHANA FISCHER: THEY STUDY THERAPY LIKE MEDICATION. THEY ATTACK ALZHEIMER’S GENETICALLY. 1-4 OF US ARE CARRIER OF AN ALZHEIMER’S DISEASE AND THROUGH STUDYING AMYLOID.

DR. ERIC REIMAN: AMYLOID IS A PROTEIN FOUND IN MOST OF US. THERE IS A PARTICULAR LONGER FORM OF AMYLOID THAT DEVELOPS IN INDIVIDUALS WITH ALZHEIMER’S DISEASE.

SHANA FISCHER: IN THIS BRAIN IMAGING, THE LIGHT BLUE AREAS CONTAIN THE AMYLOID. YOU CAN SEE THE AREAS OF THE BRAIN AFFECTED BY THE AMYLOIDS GROWING AS PEOPLE AGE. THEY BELIEVE BY PREVENTING THE ROGUE AMYLOIDS FROM DEVELOPING IT IS POSSIBLE TO STOP ALZHEIMER’S IN ITS TRACKS.

DR. ERIC REIMAN: IF WE HAD A TREATMENT THAT COULD BE STARTED BEFORE THE DISEASE RAVAGED THE BRAIN IT MAY GIVE THE TREATMENT THE BEST CHANCE IT WILL WORK. IMAGINE USING A CHOLESTEROL LOWERING TREATMENT AFTER A HEART ATTACK BEFORE THEY DEVELOP SOMETHING WORSE.

MARYANN MCCULLOUGH: IT IS AN INTERESTING THING THAT WE MET IN DECEMBER, WE WERE ENGAGED IN JANUARY, AND WE WERE MARRIED IN FEBRUARY.

SHANA FISCHER: MARY ANN RECALLS THE ROMANCE THAT BROUGHT HER AND BILL TOGETHER NEARLY 50 YEARS AGO. A MATH TEACHER SHE MET BILL IN SAN DIEGO. BILL, A STANFORD UNIVERSITY GRADUATE LOVED HIS WORK IN FINANCE AND HE DOTED ON MARY ANN.

MARYANN MCCULLOUGH: BILL WAS THE FIRST TO OBSERVE SOMETHING WAS DIFFERENT. HE HAD SURGERY ON HIS HIP AND HE WOKE UP AND SAID MY BRAIN ISN’T WORKING RIGHT.

SHANA FISCHER: MARY ANN WAS CONCERNED BUT THE DOCTORS SAID THE MEDICINE HE RECEIVED WERE TO BLAME ON THE MEMORY ISSUES. BILL ONLY GOT WORSE.

MARYANN MCCULLOUGH: WE WERE TRYING TO HANG TWO LAMPS ON EITHER SIDE OF THE BED. AND BILL, WHO HAS ALWAYS BEEN REALLY SHARP -- WE WERE NOT COMMUNICATING. A THING THAT SHOULD HAVE BEEN SIMPLE, YOU MEASURE OVER AND YOU MEASURE UP. HE COULDN'T DO THAT.

SHANA FISCHER: THAT WAS EIGHT YEARS AGO. EVEN THOUGH BILL'S MEMORY IS GETTING WORSE, MARY ANN STILL SEES GLIMPSES OF THE MAN SHE MARRIED.

MARYANN MCCULLOUGH: WHEN I SLEEP AT NIGHT I KICKOFF THE COVERS ALL THE TIME. I AM A ROUGH SLEEPER. AND BILL, IN OUR BIG KING SIZE BED, WHEN HE KNOWS I HAVE DONE THAT, HE WILL GET UP AND WALK AROUND TO MY SIDE OF THE BED AND PUT THE COVERS ON ME. I LOVE THAT.

SHANA FISCHER: ALZHEIMER'S ISN'T JUST ROBBING BILL OF HIS LIFE. AS HIS PRIMARY CAREGIVER, MARY ANN ADMITS SHE STRUGGLES TOO.

MARYANN MCCULLOUGH: I AM NOT DOING AS GOOD A JOB AS HE DESERVES. I ROLL MY EYES SOMETIMES. I SIGH. AND I DO THINGS THAT ARE NOT THE PERSON I WANT TO BE.

SHANA FISCHER: DR. PIERRE TARIOT IS HIS DOCTOR. GROWING UP FAMILY, PARTICULARLY THE OLDER WOMEN IN HIS WERE A STRONG PRESENCE IN HIS LIFE AND LED HIM TO THIS WORK WITH ALZHEIMER’S.

DR. PIERRE TARIOT: OVER A HUNDRED YEARS AGO, A GERMAN PSYCHIATRIST, DR. ALZHEIMER'S, DESCRIBED A PATIENT, A WOMAN IN HER 50s WHO HAD DEVELOPED PROGRESSIVE LOSS OF MEMORY AND THINKING ABILITIES. AND THESE CRIPPLING BELIEFS SHE WAS GOING TO BE KILLED AND TURNED INTO SAUSAGE OR TAKEN AWAY IN A CARRIAGE IN THE NIGHT. HE FOLLOWED HER INTO HER DEATH AND DESCRIBED THIS DEVASTATING ILLNESS AND DESCRIBED CHANGES IN THE BRAIN HE HAD SEEN IN THE MICROSCOPE AFTER SHE DIED THAT ARE TO THIS DAY CONSIDERED THE HALLMARKS OF THE DISEASE THAT CARRIES HIS NAME.

SHANA FISCHER: HE SPENDS HIS DAY SEEING PATIENTS THAT WILL NOT GET BETTER DESPITE HIS BEST EFFORTS. HE IS FRUSTRATED HOW LITTLE WE TALK ABOUT ALZHEIMER'S. A GLOBAL DISEASE THAT AFFECTS 100 MILLION PEOPLE AND COSTS BILLIONS IN HEALTH CARE. EXPERIMENTAL TESTS ARE A WAGER 99% OF THEM FAILED. THE ONLY WAY TO SUCCEED IS IF PEOPLE STEP UP AND VOLUNTEER FOR ONGOING STUDIES LIKE THOSE AT BAI.

TELL US ABOUT WHAT EDUCATORS RISING IS?

LENNON AUDRAIN: IT IS THE FUTURE ADVOCATING ASSOCIATION. THIS IS THE SECOND YEAR WITH THE NEW NAME AND MISSION. OUR GOAL OF EDUCATORS RISING IS STARTING TO REACH STUDENTS IN HIGH SCHOOL. WE WANT TO SET STUDENTS UP FOR SUCCESS AND ON THE PATH OF BECOMING QUALIFIED TEACHERS WITH TEACHING UNDER THEIR BELT WHEN THEY WALK INTO THEIR FIRST YEAR OF COLLEGE ALL THE WAY SUPPORTING THEM INTO FIRST YEAR OF THE PROFESSION.

JOSE: IT HAS A MUCH DIFFERENT FOCUS BUT IT IS PATTERED AFTER ORGANIZATIONS LIKE FUTURE FARMERS OF AMERICA.

LENNON AUDRAIN: ABSOLUTELY.

JOSE: WE HAD PICTURES UP THERE AND ONE OF THE SLOGANS UP THERE WAS KEEP CALM, JUST TEACH. WHAT IS THAT ABOUT?

LENNON AUDRAIN: SOMETIMES THE TEACHING PROFESSION SEEMS CRAZY WITH A MILLION AND ONE THINGS GOING ON ALL THE TIME. WE WANT TO KEEP THE MISSION OF EDUCATORS RISING AND THAT IS OUR THEME. KEEP CALM, JUST TEACH. THERE IS POWER IN TEACHING. TEACHING IS MY SUPERPOWER WHAT IS YOURS? THOSE ARE A COUPLE FROM THE PAST.

JOSE: PEOPLE WHO ARE MEMBERS OF EDUCATORS RISING TAKE CLASSES AND GET CREDIT?

LENNON AUDRAIN: THEY DO. IN HIGH SCHOOLS ACROSS ARIZONA, CTE IS A REQUIREMENT. EDUCATORS RISING IS THE ORGANIZATIONAL COMPONENT TO EARLY CHILDHOOD EDUCATION CLASSES AND EDUCATION PROFESSION CLASSES. EARLY CHILDHOOD FOCUSES ON BIRTH TO EIGHT. LEARNING HOW TO HELP STUDENTS DEVELOP THOSE REALLY NECESSARY DOMAIN DEVELOPMENTS OF LANGUAGE ACQUISITION. EDUCATION PROFESSIONS IS FOCUSING ON LEARNING HOW TO WRITE OBJECTIVES, DEAL WITH STUDENTS, CLASSROOM MANAGEMENT. TOOLS YOU WOULD START LEARNING IN COLLEGE BUT WE ARE TEACHING IN HIGH SCHOOL.

JOSE: HOW MANY ARIZONA HIGH SCHOOL STUDENTS ARE MEMBERS?

LENNON AUDRAIN: WE HAVE ABOUT 1400.

JOSE: IS THAT AN INCREASE OR DECREASE?

LENNON AUDRAIN: IT IS ABSOLUTELY AN INCREASE. WE ARE A FAIRLY NEW ORGANIZATIONS COMPARED TO FUTURE FARMERS OF AMERICA AND SUCH.

JOSE: MOST OF THE ARTICLES ON TEACHING IS HOW DIFFICULT IT IS, HOW LOW OF PAY IT IS. ARIZONA COMPARED IT OTHER STATES THEY SAY DOESN'T TREAT OUR TEACHERS WELL. WHY ARE STUDENTS SO INTERESTED IN BECOMING TEACHERS?

LENNON AUDRAIN: I THINK IT IS THE HANDS-ON EXPERIENCE THEY ARE GETTING. TEACHING SEEMS LIKE A PROFESSION THAT DOES REQUIRE A LOT OF TIME, IT DOESN'T PAY VERY WELL AND WE WOULD LOVE TO SEE A PAY INCREASE FROM OUR LEGISLATURES AND WORKING AROUND THAT. IT IS ONE THAT IS CHALLENGING AND YOU NEED TO WALK IN WITH A CERTAIN MINDSET. IT OFFERS LEARNING HANDS-ON IN HIGH SCHOOL. SOMETIMES THEY CAN EVEN TEACH LESSONS THAT HELP THEM FIND THEIR PASSION FOR TEACHING. HELP THEM TO CULTIVATE THIS REALLY RICH SENSE OF I FEEL MORE ACCOMPLISHED ABOUT TEACHING BECAUSE I AM HAVING HANDS ON EXPERIENCE AND DESPITE THE SETBACKS MAYBE THE TEACHER PAY AND THE LONG HOURS I THINK THIS IS MY PASSION BECAUSE I HAVE HAD THE OPPORTUNITY.

JOSE: THERE ARE COMPETITIONS INVOLVED?

LENNON AUDRAIN: THERE ARE RANGING FROM CREATIVE LECTURES MODELED AFTER TED TALKS. ONE LAST YEAR WAS STUDENTS VOICE AND PRESENTED MINE AT THE CLOSING COMPETITION. THEY CAN RANGE FROM, YOU KNOW, CREATIVE LECTURES PRESENTING ABOUT ISSUES WITHIN EDUCATION ALL THE WAY TO DELIVERING A LESSON PLAN IN FRONT OF THE CLASS, REVIEWING IT, WATCHING IT AND GOING TO PRESENT TO A JUDGE AND COMPARING IT TO OTHER STUDENTS ACROSS THE STATE. OUR GOAL IS TO HELP DEVELOP BEST TEACHING PRACTICES WITH STUDENTS.

JOSE: I UNDERSTAND YOU HAVE A STATE-WIDE CONFERENCE COMING UP IN APRIL?

LENNON AUDRAIN: IT IS ABOUT THE SECOND WEEK IN APRIL. THAT IS WHERE STUDENTS FROM ALL ACROSS THE STATES OF ARIZONA COME TO MEET AND COMPETE IN THE COMPETITIONS, GET PROFESSIONAL DEVELOPMENT AND HEAR FROM KEYNOTE SPEAKERS. IT IS A THREE-DAY EVENT IN TUCSON.

JOSE: THAT IS A COMPONENT OF THE NATIONAL ORGANIZATION? THEY CAN GO ON TO FURTHER COMPETITION?

LENNON AUDRAIN: THEY CAN. THE NATIONAL COMPETITIONS ARE GOING TO BE HOSTED IN DOWNTOWN PHOENIX. ANYONE WHO PLACES IN THE TOP FIVE OF OUR STATE LEVEL OF OUR NATIONAL LEVEL COMPETITION RATHER HAVE THE OPPORTUNITY TO GO COMPETE AGAINST MEMBERS OF ALL ACROSS THE NATION IN WHATEVER RESPECTIVE COMPETITION.

JOSE: YOU ARE A SENIOR AT BROPHY?

LENNON AUDRAIN: YES.

JOSE: AND ON YOUR WAY TO ASU NEXT YEAR AND YOU WILL BE A JUNIOR AND WANT TO BE A TEACHER? WHAT ARE YOUR PLANS?

LENNON AUDRAIN: I WOULD LOVE TO TEACH LATIN. I KNOW THAT IS A WEIRD TOPIC. I WOULD ALSO LIKE TO WORK IN EDUCATION RESEARCH SO LOOKING AT BEST TEACHING PRACTICES, INSTRUCTIONAL APPROACHES, HOW DO WE MAKE TEACHERS GREAT AND WHAT TOOLS CAN WE GIVE THEM TO EMPOWER CHANGE IN THE CLASSROOM.

Sheriff Paul Penzone Maricopa County Sheriff Office Jail Policy

  • Maricopa County Sheriff Paul Penzone announced changes to MCSO's jail policy. The Sheriff says Maricopa County jails will no longer hold people flagged by federal authorities as a courtesy for the U.S. Immigration and Customs Enforcement (ICE). We'll talk to Maricopa County Attorney Bill Montgomery about the policy change.

JOSE: LAST WEEK, MARICOPA COUNTY SHERIFF PAUL PENZONE ANNOUNCED CHANGES TO MCSO'S DETENTION POLICY. THE SHERIFF SAYS MARICOPA COUNTY JAILS WILL NO LONGER HOLD PEOPLE FLAGGED BY FEDERAL AUTHORITIES AS A COURTESY FOR U-S IMMIGRATION AND CUSTOMS ENFORCEMENT. THE CHANGE COMES AFTER SHERIFF PENZONE CONSULTED WITH THE MARICOPA COUNTY ATTOURNEY’S OFFICE. JOINING ME TO TALK ABOUT THIS IS MARICOPA COUNTY ATTORNEY BILL MONTGOMERY. BEFORE WE GET INTO THE SPECIFICS I WOULD LIKE TO READ A STATEMENT FIRST FROM ICE AND THEN THE SHERIFF'S OFFICE. MCO IMPLEMENTED A POLICY THAT WILL LET CRIMINAL ALIENS TO BE RELEASED INTO THE STREET AND REVICTIMIZE THE COMMUNITY AND THE POLICY PUTS ICE AT A HIGHER RISK AS MORE CRIMINAL ALIENS WILL BE NEED TO BE ARRESTED OUTSIDE OF THE COMPOUNDS OF THE COUNTRY JAIL. THAT IS FROM ICE. WE HAVE STATEMENT EXPERTS FROM PENZONE: WE ARE NO LONGER THE OFFICE WILLING TO DEFY THE CONSTITUTION AT THE EXPENSE OF OUR TAXPAYER DOLLARS, RESOURCES OR PUBLIC SAFETY. THE FEDERAL GOVERNMENT AND ICE MUST BE RESPONSIBLE FOR THE RESPONSIBILITIES IN THIS EFFORT. I HAVE MADE IT CLEAR THAT MCSO WILL CONTINUE TO BE ONE OF THE FEW INSTITUTIONS IN THE COUNTRY THAT PERMITS ICE IN THE DETENTION FACILITIES AND WILL CONTINUE TO EFFECTIVELY WORK WITH ICE BUT ALSO WITHIN THE PARAMETERS OF THE LAW. THAT WAS THE SHERIFF’S STATEMENT. DID HE RECEIVE LEGAL ADVICE? GIVE US A SENSE OF HOW YOU CAME TO THIS CONCLUSION?

BILL MONTGOMERY: THE ISSUE WAS WHETHER OR NOT YOU COULD CONTINUE TO DETAIN SOMEONE PAST THE POINT WHEN STATE LAW AUTHORIZED IT FOR THE PURPOSE OF HOLDING SOMEONE FOR A CIVIL DETAINER.

JOSE: WHEN PEOPLE ARE BOOKED, IF ICE HAS A REASON TO BELIEVE THEY ARE HERE UNLAWFULLY THEY GET NOTICE OR SOMEHOW FLAG THOSE PEOPLE?

BILL MONTGOMERY: RIGHT. EVERYBODY WHO IS BOOKED INTO THE COUNTRY JAIL GOES THROUGH A CHECK ON THEIR CITIZENSHIP OR IMMIGRATION STATUS. THERE IS TWO REASONS FOR THAT. AS PROSECUTORS, WE HAVE TO PROVIDE INFORMATION TO COURTS WHEN MAKING A RELEASE. SECONDLY WE HAVE THE 1963 VIENA TREATY THAT REQUIRES US TO NOTIFY WHEN WE HAVE THEIR FOREIGN NATIONALS IN CUSTODY. WITHOUT THAT KIND OF A CHECK, WE CAN'T FULFILL OUR TREATY OBLIGATIONS OR THE STATE’S OBLIGATION TO PROVIDE INFORMATION TO THE COURT. EVERYBODY WHO GOES INTO THE JAIL GETS CHECKED. ICE AGENTS ARE DOING THAT. BACK IN 2011, THE SECURITY COMMUNITIES DATABASE ACCESS WAS CUT OFF AND THERE WAS NO LONGER RECOGNITION OF THE SHERIFF’S OFFICE AND NO WAY TO GET THAT INFORMATION. AT THAT POINT IN TIME, WHETHER OR NOT SOMEONE WAS LAWFULLY PRESENT IN THE COUNTRY, WAS A KEY FACTOR IN MAKING A CONSTITUTIONAL DETERMINATION OF WHETHER OR NOT SOMEONE WAS ELIGIBLE FOR BAIL. IN ORDER TO MAKE SURE WE WERE GETTING THAT INFORMATION, THE COMPROMISE THE COURT FOUND WAS TO PUT ICE AGENTS IN THE JAIL AND THAT CONTINUES. NONE OF WHAT WE WERE REVIEWING REQUIRES THE SHERIFF'S OFFICE TO CONTINUE THIS. IT WAS MORE THAN REVIEWING THAT YOU CAN'T USE A CIVIL IMMIGRATION DETAINER TO KEEP SOMEONE IN JAIL.

JOSE: IF A JUDGE DECIDED THEY COULD BE RELEASED THAT PERSON COULD BE HELD FOR AN ADDITIONAL 48 HOURS?

BILL MONTGOMERY: THAT IS THE COURTESY HOLD PART. 24-48 HOURS BEYOND THAT TO PERMIT ICE TO DO WHATEVER THEY NEED TO DO. EVEN WHEN YOU GET A STATE RELEASE ORDER, IT CAN TAKE FIVE OR SIX HOURS. THERE IS NOTHING IN THE LEGAL REVIEW WE CONDUCTED THAT SAID THERE CAN'T BE COMMUNICATION PROVIDED. WHEN ICE DOES PLACE AN IMMIGRATION HOLD OR DETAINER ON A PERSON AND THEY PROVIDE THAT INFORMATION AT THE POINT OF BOOKING THE SHERIFF'S OFFICE IS AWARE OF THAT. IF SOMEONE RECEIVES A RELEASE ORDER, ICE IS MADE AWARE OF THAT, TOO. ONE OF THE IMPORTANT THINGS TO HELP EMPHASIZE HERE IS COMMUNICATION AND COOPERATION WITHIN STATE LAW AND WITHIN THE STATE OF FEDERAL LAW IS STILL GOING ON. IT IS JUST THAT EXTRA 24-48 HOURS CAN'T BE COMPLIED WITH BASED UPON WHAT FEDERAL COURTS ARE SAYING.

I THINK THE COMMUNICATION AND CHARACTERIZATION FROM ICE WAS PROBABLY WITHOUT FULL CONSIDERATION OF WHAT THE SHERIFF’S OFFICE WAS GOING TO CONTINUE TO DO.

THE FACT THAT ICE CONTINUES TO BE IN THE JAIL DOES DEMONSTRATE A PARTNERSHIP BETWEEN LOCAL AND FEDERAL OFFICIALS AND IT IS ALSO TO ENSURE WE AS LOCAL OFFICIALS ARE ABLE TO DO OUR JOB UNDER STATE LAW AND INTERNATIONAL TREATY.
