"Well, the reality is all 50 states now have a high school
exit exam. We're not alone and many states have had it for years.
And in large part that has come from the business community saying
'I cannot take your graduates any longer who have no skills.'
And so as a reaction, education has said, 'Ok, we need to do something
that ensures that your graduation means something, ok? We can't
simply keep sending people out saying you sat there long enough.'"
