"I go back to my original comment. Who does all this? Nobody
is really talking about who does this and nobody really knows,
as far as the citizenry, who does it. Right now, m.a.g. and 20
mayors and Maricopa County are --that's how it works in this county.
. . But ultimately, you have such a parochial system that you
have ten feet of freeway being built here in Glendale and ten
feet being built here. it gets to the point of ridiculousness."
