 Video - The Bisbee City Council has approved an ordinance allowing same-sex civil unions in the southeastern Arizona city. Arizona Attorney General Tom Horne says that is unconstitutional, and has threatened to take the issue to court. Horne and attorney Tim Nelson will discuss the legality of the ordinance.
